Redesigning NRLM’s data architecture to power SHG governance at scale

NRLM Core Data System (LokOS Platform)

CDFI supported the National Rural Livelihood Mission (NRLM) in developing a robust, microservices-based core data system to capture, store, and manage real-time data from India’s vast SHG ecosystem. Funded by the Gates Foundation, this nationwide project overhauled NRLM’s legacy architecture, enabling performance monitoring, digital transactions, and structured reporting across multiple stakeholder groups, from grassroots to central governance.

A scalable, modular core platform that streamlines real-time data capture and empowers NRLM to drive better livelihood outcomes for 82+ million women.

Initial problem

NRLM Core Data System (LokOS Platform)

CDFI designed and developed NRLM’s LokOS platform as a modern, scalable, API-driven system to manage the complexity of India’s SHG data. The platform enables decentralised data entry, ensures consistency through standardised formats, and powers dashboards for real-time decision-making. Designed to replace legacy systems and reduce reliance on manual processes, LokOS is built to serve as the foundational digital layer for NRLM’s future initiatives

The solution we implemented

Success of our implementation of LokOS

India's National Rural Livelihoods Mission is one of the largest poverty alleviation programs in the world. But its data architecture was not built for the scale it had grown to. LokOS changed that, giving the mission a digital backbone capable of capturing and managing the financial lives of 82 million+ Self Help Group members, with the transparency and reliability that a program of this scale demands.

Pradhan Mantri Matru Vandana Yojana (PMMVY), launched on 31st December 2016 envisions to provide cash incentive amounting to ₹5,000 directly to the Bank/ Post Office Account of Pregnant Women and Lactating Mothers (PW&LM) during pregnancy and lactation period

Nationwide Rollout with Impact

75,000+ gram panchayats and 7.5 million SHGs now connected via a unified, scalable data system.

SHG Profiles Live Across India

The SHG profile and transaction modules have been piloted and scaled across the country, bringing consistency to member records and financial activity.

Modular Systems for Multiple Missions

LokOS includes modules for Producer Groups, Cadre Development, Training Management, and Project Monitoring, all developed and handed over to NRLM.

Built for scale. Handed over for sustainability.

Trained for Ownership

Extensive trainings have been conducted for NRLM and state-level officials to ensure smooth transition and long-term ownership of the platform.

Data from the Ground Up

Bookkeepers, cadres, and SHG-level users are now contributing real-time, high-quality data, making the system truly field-driven.

Designed for Long-Term Use

Built using a scalable, modular architecture, LokOS is ready to support future NRLM initiatives and integrate seamlessly with external systems.
